NHS estates & maintenance tenders: a small-firm guide

NHS trusts run some of the largest and oldest property estates in the country, with a well-documented maintenance backlog — which translates into a steady stream of tendered work: electrical compliance and testing, heating and ventilation, fire-safety remediation, roofing, decoration, flooring, and grounds. Individual trusts buy through their estates departments; some work also comes via NHS-wide frameworks and shared procurement hubs.

What makes NHS work different: jobs happen in live clinical environments. Method statements that show you understand infection-control constraints, noise/dust containment, out-of-hours working and permit-to-work systems score disproportionately well. For mechanical, electrical and water work, expect references to HTMs (Health Technical Memoranda) — you don't need to be an HTM consultant, but naming the relevant memorandum (e.g. HTM 06 electrical, HTM 04 water) and how you comply signals competence buyers rarely see from small firms.

Entry routes: smaller trusts and community/mental-health estates tender modest jobs (£20k–£150k) that big FM providers ignore; GP surgeries and primary-care estates are procured more simply again. A compliance specialism (EICR, fire doors, legionella, LOLER) is the fastest wedge — trusts must evidence statutory compliance every year, budget or not.
