Heating & mechanical tenders: where the public work is

Public buyers tender mechanical work constantly because they must: statutory servicing (gas safety certificates on every council home, every year), plant replacement at end-of-life, and now heat decarbonisation — heat-pump retrofits, LED-and-plant upgrades and BMS improvements funded by programmes like the Public Sector Decarbonisation Scheme. That last category is the fastest-growing source of mechanical tenders and often ring-fenced money that must be spent within a funding year, which makes buyers keen and timescales tight.

The work splits three ways: (1) servicing & maintenance contracts — annual gas servicing, commercial plant PPM; recurring revenue, won on price + evidence of first-time-fix rates; (2) replacement projects — boiler-room refits, distribution upgrades, ventilation installs; won on programme realism and references; (3) decarbonisation projects — heat pumps, controls, insulation-adjacent works; won by firms that can evidence MCS certification (for heat pumps), F-Gas registration where relevant, and honest performance expectations.

Non-negotiables buyers check: Gas Safe registration (with the right appliance categories), F-Gas for refrigerant work, £5m public liability, and competence records for anyone signing off commercial gas. For schools/housing, add DBS processes and resident-liaison capability.
